Grammar: The + Adjective as a group noun
How this pattern works
When you put "the" in front of certain adjectives (such as poor, homeless, unemployed, elderly, young) or nationality words (such as the British), it refers to the whole group of people. Because it refers to people in the plural, it always takes a plural verb.
Example:
"The rich and the poor both queue at the same clinic."
"The elderly need support. The young struggle with rents."
1. When heating costs rise steeply, the poor ________ immediate community support.
2. During economic recessions, the unemployed often ________ immense barriers to retraining.
3. Which of the following sentences uses the group noun pattern correctly?

Direct Financial Aid vs. Public Support Services
Paragraph 1: Introduction
In this essay I will discuss whether authorities should hand cash directly to families in need or pay for services such as housing and meals instead. Both policies attempt to reduce acute hardship, but they deal with the problem in very different ways. In my view, well-managed public services are a much more reliable solution.
Paragraph 2: First View (Direct Cash)
Some people believe that direct financial assistance lets people choose what their household needs most. Low-income families understand their personal budget better than any government office does.
"For example, the unemployed receive immediate relief when cash grants help them pay their monthly rent and prevent sudden eviction."
Furthermore, direct money reaches people without delay, allowing parents to buy groceries and protect their children from hunger instead of waiting for food vouchers.
Paragraph 3: Second View (Funded Services)
However, others argue that spending state money on public services gives everyone reliable long-term support. Cash transfers are easily spent on temporary needs, whereas permanent facilities stay open every day.
"During harsh winter weather, the homeless require secure shelters and warm meals rather than coins that cannot guarantee a safe room."
Moreover, building public housing and paying for soup kitchens creates organised aid that does not depend on voluntary donation alone.
"In a similar way, the elderly need accessible local clinics and specialized care centers far more than small cash payments."
Paragraph 4: Conclusion
In conclusion, although direct cash gives immediate relief to people who face sudden debt, I believe that funding essential public services is far more effective. Modern shelters, affordable housing programs, and organized food centers give communities a lasting way out of poverty.
