Tourism and Local Communities
UN Tourism counts international tourist arrivals, which means overnight visitors. It reports that they grew from 222 million in 1975 to nearly 1.5 billion in 2019.
In October 1999 the General Assembly of the World Tourism Organization, meeting in Santiago, Chile, unanimously approved a Global Code of Ethics for Tourism. It has 10 articles, and Article 5 is called "Tourism, a beneficial activity for host countries and communities". The UN General Assembly officially recognised the Code on 21 December 2001, but the Code is not legally binding.
In December 2015 the UN General Assembly decided that 2017 would be the International Year of Sustainable Tourism for Development. In its announcement UN Tourism said that tourism can contribute to job creation and to trade, and to the economic, social and environmental sides of sustainable development.
These facts seem to show that tourism has grown very quickly, and I think the Code shows that people have long worried about how local communities share the benefits. However, the facts here do not show whether the Code or the Year changed how any one place is run.
